The comment above definitely refers to Outlook 2003 as well. To fix it, do the following:
Tools, Email Accounts, View or Change Existing Email accounts, Change..., More Settings...Outgoing Server and check the ""My Server Requires Authentication".
But I should mention my initial error didn't mention a 554. It simply said:

In Outlook and Outlook Express, if you're getting "rejected by the server" error messages, (Server Response: '554'), then simply check the "My Server Requires Authentication" checkbox, and leave the default settings.
