Hosting.com has high prices? They are the quintessential budget server provider, and their prices are almost as rock bottom as the level of service they provide.

Partnering with Hosting.com is not helping to improve Dreamhost's image or improve the quality of their offering.

I believe that DreamHost are justing acting as an affiliate here (kind of like their own affiliate program). Since they currently can't offer any dedicated servers, they might as well try to earn $100-$200 in commission from Hosting.com.

Since a cheaper dedicated hosting provider would maybe be too good an alternative for DreamHost's more expensive plans (and their own dedicated plans when they become available again), they've chosen one of the more expensive (and maybe more reliable) hosting providers.
